Reporting to the Vice President & Chief of Litigation & Legal Programs, the Homelessness Prevention Law Project (HPLP) Directing Attorney provides direction and leadership for Public Counsel’s dynamic and growing team of 24 homelessness prevention advocates—including attorneys, paralegals, program managers, and administrative staff—in the delivery of legal services, policy advocacy, and litigation. As public support to address causes of homelessness increases, HPLP has responded by increasing its capacity to provide eviction defense and tenant counseling services, in addition to other critical legal support for low-income communities. HPLP has also recently launched the Affirmative Litigation Team, which supports tenants by filing lawsuits against landlords who fail to provide a safe housing environment or otherwise violate tenant rights.

Public Counsel’s Federal Pro Se Clinic provides high quality legal assistance to individuals litigating their federal, civil actions without legal representation in the federal district court for the Central District of California. Located at the Roybal Federal Building in downtown Los Angeles, the Clinic serves the needs of a growing population of pro se litigants. The Clinic also provides a setting to connect these litigants with volunteer law students and volunteer attorneys from major law firms. The Federal Pro Se Clinic is part of the Consumer Rights & Economic Justice project. OUF.

Reporting to the Supervising Attorney, the new Staff Attorneys will: Carry a personal caseload litigating unlawful detainer cases which includes: client interviews; drafting pleadings, motions, discovery, briefs, and correspondence; negotiating with outside parties; representing clients in court and conducting jury trials; Provide legal counsel, advice, and limited scope representation to low-income individuals regarding evictions and related housing matters; Act as a resource regarding unlawful detainer cases and other housing issues for other Public Counsel staff and partner agencies; Some work with a large network of pro bono attorneys to handle unlawful detainer cases and other housing matters; Participate in community outreach, including preparing and presenting trainings and doing special projects as assigned; Assist with grant reporting, billing, and outcome tracking for housing work; and Other duties as assigned. Reporting to OUL’s Director, the Supervising Staff Attorney will: Provide leadership within the OUL team in litigating complex federal and state impact cases to promote civil rights and economic justice. Responsibility for recruiting, hiring, training, mentoring, and reviewing OUL’s Staff Attorneys, Organizers, Paralegals, legal fellows, and student law clerks. Work on existing cases and campaigns and develop new impact litigation opportunities in collaboration with the Director of OUL, Project staff, staff in Public Counsel’s other projects, and volunteer attorneys.
